Cleaning the walls, ceilings, floors, cabinets, doors, windows, and fixtures are important, but when the duct system is ignored after a fire, meth clean up, cigarette odor cleaning, mold, and sewage clean up in the living space, well, contaminants in the duct can now re-enter the living space. The air duct system and air handler have to be cleaned first, then disinfected. We have done this many times.
